This bill is being carwashed (rushed as fast as possible without allowance for debate, etc) through Congress.
If it passes, you, as a seller on ebay or anywhere via the internet or face to face marketplace (record shows, fairs, etc.), will officially be forced to collect sales tax for each of the 50 U.S states that currently have a state sales and use tax.
Talk about a bookkeeping headache.
Technically, you are supposed to do this anyway. Most people do not and ignore the requirement. The law will be enacted to enforce net platforms that encourage sales to apply and keep records, etc.

They've been threatening this forever, dems and repubs. The only way to avoid this is to sell things overseas.

Ha, I already see the new US-sellers-disclaimers: "will NOT ship domestically (NO EXCEPTION!) - only for overseas-buyers". But that's only until TTIP starts, of course...

SEC. 201. EXTENSION OF INTERNET TAX FREEDOM ACT.
(a) IN GENERAL.—Section 1101(a) of the Internet Tax Freedom Act (47 U.S.C. 151 note) is amended by striking ‘‘November 1, 2014’’ and inserting ‘‘November 1, 2024’’.
(b) GRANDFATHERING OF STATES THAT TAX INTER- NET ACCESS.—Section 1104(a)(2)(A) of such Act is amended by striking ‘‘November 1, 2014’’ and inserting ‘‘November 1, 2024’’.
 
The bill is dead in the Senate (at least for this year).
The bill they've been trying to get through exempts sellers who gross less than $1 million a year which is probably all of us.:)
 
The gross category exemption is window-dressing BS - if they pass the bill, you can bet changes will be made like pronto to include everybody.
The reason for the bill in the first place is to establish a precedent.
Once that is done, all bets are off.
