years ago i got a kenny & the kasuals - impact lp from craig moerer . anyway i was told that it was original , it had no 1977 date on it & also the lp packaging was different. anyway how does one tell an original from a reissue ?

I googled it for you. From Popsike:

How to spot a reissue. This record was reissued in 1977 and it’s pretty easy to spot the reissues. There is a line of text saying it’s a reissue below the picture on the back of the jacket. The line of type running vertically on the right side of the jacket is down the spine of the reissue. The faces on the front cover, which are grey halftone screens, are high contrast black on the reissue, and finally, the reissue appears to be one continuous track, while the originals have songs banded apart like a normal LP.

As the Acid Archives book points out, the first run of the reissue contains no "Doug Hanners" credit. Later runs add this credit as well as an insert promoting the Kasuals "Teen Dreams" LP. I believe some people have been fooled by early runs of the '77 reissue over the years. Another thing to watch for is shrinkwrap, as the '60s pressing was never sealed/shrinkwrapped. Scrutiny of the sleeve in line with what the popsike auction above says should suffice to determine the status.

On the other hand, this was a known "collectable" already in the late 1970s, and actually entered the mainstream "Book Of Rock Lists" with a $500 value or something. If Moerer had a verified orig copy I would expect to see a multi-100 price tag on it.
