I'd call it obscure pop; not even borderline garage. It sounds like it's about to break out into "pa pa pa" at any moment, but never does. That doesn't mean it's not TBM worthy, however: after all, The Young Rascals make a few appearances there.

Yes, on the Norton acetate comp #5. It only exists as a tape, recovered from the Fine Recording Studio of Rochester NY.
