Thought I´d post the Paris Tower photo card that originally accompanied their 45. As usual, the printed matter of the picture leads to the patterns I am unable to remove (without buying Photoshop)

Could it be the dot pattern of the ink on the sleeve causing interference with your scanner sensor? You could try scanning at higher or lower resolution to see if that makes a difference. Or if the scanner has a "descreen" option try that. If none of that works you could photograph the sleeve with a digital camera rather than scanning it. A bit trickier to get the light even and sleeve square but apart from that it should be simple.

In the UI of the scanner driver, look for an option called "descreen". It is designed to prevent the moire pattern from printed material. Try and see if it helps.
