Are these labels the same company?

This is the biggest design change i've seen for a label. the site 'cat45' calls the puple label a California label. Wonder where they or got that from? Even Discogs has them as two separate labels.

Steve Brodie owned and operated Masters Releasing Inc. in Buffalo.
It was a record distribution business, Thunderbird was his own label.
The top image is a Bestway pressing, styrene (injection moulding) and required something drawn via line art to paint onto the discs.
The other pressing is a Capitol custom pressing, vinyl, with paper labels, thus a more involved design could be incorporated for the label.

Do you know the release date of the Dupries 45? I found out that Thunderbird 106 was released June 1965 one month after the original release of the Test label.
