Dave Brown. He put out Crude PA (including liner notes) and a whole lotta other crucial records.
But since you mentioned "Dave Negative FX" some of you should have the contact info.

I have the acetate but mine has a label affixed to the audiodisc. I contacted Birdman to let him know. The credit is by the GROOP. Title is "Don't Wait". Perhaps their name changed afterward? Dave B. contacted me when he found the Nomads "Point Five" acetate in the early '90s and said he found a member. According to my notes I dug out, the guy mentoned a few other groups he knew of at that time, one being the Groop and that they recorded a few songs.
