William Penn on Uptown

Hey Kids,

Just heard William Penn's Uptown release of "Scrapped" over at the fun I Am The Noise In Your Head blog and noticed that Lubbock rocker Terry Noland and his brother Bob produced the 45. Anyone know the deal with this particular William Penn?

The idea of a West Texas connection - of course - piques my interest...
 
There is no connection to any other performing group / artist using a moniker of one William Penn. It was a common choice for an identity in the '60s. Bill Redden , the performer on the 45 was based in Lubbock.
 
I didn't figure this Willie had anything to do with the "V" or any others. But as I sat in a pain pill induced haze staring at the name "Bill Redden" late last night I was completely overlooking the obvious... Willie Penn + Bill Redden could equal Willie Redden... the Velveteens and the Red Rubber Band.
