Youtube won't let me embed the video here but check out The American Beetles en vivo Canal 9 seventeen minute TV special. While they're not winning any awards for originality they're playing live and have some really decent chops. A cracking example of frantic, live beat music.

I thought it was the same group as Basil & The Baroques, but upon further listens, I changed my mind. For some reason, all versions of this Byrds track seem to have a similar sound.
 
Doesn't really seem to be a typcial one-shot or two localized 'garage' group. A professional major label band, probably some outfit like the Gordian Knot or similar that had a LP out circa 1968. The facial hair and outfits in a staged and edited clip suggest post 1967 anyway, at least here in the U.S.A.

I thought the same thing regarding the group’s hair/appearance, but the intro to the video states, “We determined the year by the Kodak codes on the film stock”. I suppose they could have filmed on old stock...
