On a second listen I'd say it is Tom himself singing "Bend Me, Shape Me". Geraci's voice sounds different. Not as rough and deep.
There aren't any liners on the record. So it might prove hard to finally decide.
It's probably tantamount to heresy amongst some here, but I'll gladly go on record as preferring the Rolled Gold era of The Action, along with Mighty Baby, to their "mod heroes" incarnation.
I didn't even know it when I started trying to defend them here. I ordered the CD right away, and I must say it's totally amazing. Very unique powerful pop. In fact I'd say it's early power pop. I wouldn't know what else to compare it to. Big Star maybe.
In any case, to my ear it sounds extremely fresh and timeless. It's a revelation to me.
